Born and raised in Louisville, Kentucky.
He went to Westport High School and graduated in 1970, attended Transylvania University in Lexington for two years, then graduated from The University of Louisville with a BA degree in Biology in 1974.
Following that, he attended and graduated from the University of Louisville School of Dentistry in 1978.
After graduating from dental school, Dr. Willey went into practice with his father, Dr. Emory C. Willey, for 12 1/2 years.
Dr. Emory retired at the end of 1990, and Dr. Willey has been in solo practice since.
