Dr. Toy grew up in Massachusetts.
She graduated summa cum laude from Merrimack College, with a Bachelor of Arts degree in French.
She then received her Doctorate of Dental Medicine from Tufts University School of Dental Medicine in Boston.
Following dental school, Dr. Toy completed a one year AEGD residency program (Advanced Education in General Dentistry), on the Navajo Indian Reservation in Winslow, AZ.
Dr. Toy then worked as an attending dentist with Indian Health Services in Arizona, serving patients and instructing/supervising dental residents and students.
